This is both a cat cafe and a cat shelter. For less than $15 I got curry, a banana smoothie, and one hour of cat petting! The staff is incredibly kind and can communicate well whether or not they know English. One if my favorite places! There are a lot of cats in each room, but they are well taken care of.
